REGOLAMENTO

 


Art. 1 – Lo Sporting Club Centro Giovani Calciatori a.s.d. di Viareggio indice e organizza, con la collaborazione della F.I.G.C., con il patrocinio della Presidenza del Consiglio dei Ministri, del Ministero della Pubblica Istruzione, del Ministero del Turismo e Spettacolo, della Regione Toscana, della Provincia di Lucca, del Comune di Viareggio, della Fondazione Carnevale, il 67°Torneo Mondiale di Calcio denominato “Viareggio Cup- World Football Tournament- Coppa Carnevale”.

Art. 2 – La Manifestazione che ha lo scopo di valorizzare e mettere in risalto la gioventù calcistica mondiale avrà luogo dal 02.02.2015 al 16.02.2015 allo Stadio dei Pini di Viareggio “Torquato Bresciani” e su altri campi designati dalla Società organizzatrice. La Società si riserva la facoltà di far disputare le partite in notturna.

Art. 3 – La “Viareggio Cup” è ad invito ed è riservata a 32 squadre, italiane e straniere. Le società appartenenti a Federazioni estere potranno partecipare alla “Viareggio Cup”, qualora pervenga alla F.I.G.C. regolare nulla-osta da parte delle rispettive Federazioni.

Art. 4 – Possono partecipare tutti i calciatori nati dal 1° gennaio 1996 in poi e che comunque abbiano compiuto il 15° anno di età; è consentita la partecipazione alle gare della “Viareggio Cup” di un massimo di quattro giocatori fuori quota purché nati nel 1995 e federalmente appartenenti alla Società partecipante. Tali quattro giocatori, peraltro, dovranno essere preventivamente inseriti nell’elenco dei calciatori partecipanti alla manifestazione. In relazione a ciò, eventuali nominativi iscritti in eccesso ai quattro consentiti, saranno considerati irregolari e non aventi titolo a partecipare alle gare.  I giocatori delle squadre italiane dovranno essere regolarmente tesserati alla F.I.G.C.; quelli delle squadre straniere dovranno essere regolarmente tesserati alle corrispondenti federazioni. Per i giocatori italiani dovranno essere prodotte all’arbitro, in ogni singola gara, le tessere regolarmente vidimate per la stagione in corso. Per i giocatori stranieri dovrà essere esibita all’arbitro la tessera rilasciata dalla rispettiva federazione per la stagione sportiva in corso o una dichiarazione della rispettiva federazione, dalla quale risulti la posizione di tesseramento dei giocatori stessi per la stagione sportiva in corso. Tali documenti dovranno essere accompagnati da un documento di identità personale dei giocatori partecipanti alla gara.

Art. 5 – Le squadre partecipanti alla “Viareggio Cup” potranno utilizzare tutti i calciatori tesserati sia a titolo definitivo che in prestito nella corrente stagione sportiva. Potranno utilizzare come prestiti, fino ad un massimo di n°3 (tre), giocatori federalmente appartenenti alla società partecipante ma in prestito ad altre società, oppure potranno optare per n° 2 (due) giocatori federalmente appartenenti alla società partecipante alla “Viareggio Cup”, ma in prestito ad altre società e per il prestito di n° 1 (uno) giocatore appartenente a società diversa. Tali prestiti, fissi non intercambiabili, potranno essere usufruiti per tutta la durata della “Viareggio Cup”. La lista dei giocatori in prestito, corredata dai rispettivi nulla-osta, in triplice copia, dovrà essere consegnata alla Commissione Tecnico- Disciplinare della “Viareggio Cup”, prima dell’inizio della stessa. LE SOCIETÀ DOVRANNO ALTRESÌ PRESENTARE ALLA C.T.D. ENTRO E NON OLTRE LE ORE 12 DEL 02.02.2015 l’elenco dei giocatori partecipanti, che non dovrà comunque superare il numero di 24, ivi compresi eventuali prestiti, e i nomi dei dirigenti, allenatore e massaggiatore che andranno in panchina. Tale elenco dovrà indicare a fianco di ciascuno: cognome, nome, data di nascita, n° di tessera federale rilasciata dalla Federazione di competenza, ed il numero di maglia. È FATTO OBBLIGO DI MANTENERE LO STESSO NUMERO DI MAGLIA PER TUTTA LA “VIAREGGIO CUP”.

Art. 6 – La “Viareggio Cup” si svolgerà secondo la seguente formula:
 1) Le 32 squadre saranno divise in 8 gironi (1, 2, 3, 4, 5, 6, 7 e 8), ciascuno composto da 4 squadre. A giudizio insindacabile della Società organizzatrice saranno nominate le teste di serie di ciascun girone.
 2) Verranno quindi formati due gruppi (A e B). Il gruppo A comprenderà i gironi 1, 2, 3 e 4, mentre il gruppo B comprenderà i gironi 5, 6, 7 e 8. In questa fase alle teste di serie saranno affiancate, per sorteggio, le altre 24 squadre a completare gli 8 Gironi.

Le squadre si incontreranno in gare di sola andata della durata di 90 minuti. Le classifiche saranno redatte in base ai seguenti criteri: 3 (tre) punti per ogni gara vinta, 1 (uno) punto per ogni gara terminata in parità, 0 (zero) punti per la sconfitta.

In caso di parità di punteggio valgono i criteri in ordine elencati:

  1. Esito scontri diretti
  2. Differenza reti negli incontri diretti fra le squadre a parità di punti
  3. Differenza reti nel totale degli incontri disputati nel Girone
  4. Maggior numero di reti segnate sul totale degli incontri disputati nel Girone
  5. Età media più bassa della lista dei calciatori iscritti al Torneo
  6. Sorteggio: questo sarà effettuato dal S.C. Centro Giovani Calciatori a.s.d. presso la Sede Sociale in via Vittorio Veneto 210- Viareggio, alla presenza della C.T.D. e dei rappresentanti delle squadre interessate.

Saranno ammesse alla fase successiva le quattro squadre prime classificate e le migliori quattro seconde arrivate di ciascun gruppo in base ai criteri di punteggio sopra riportati.

Stilata la definitiva classifica generale delle quattro vincenti dei Gironi e la classifica delle quattro migliori seconde classificate, si passa alla formazione degli Ottavi di Finale.

OTTAVI DI FINALE
Saranno formati gli accoppiamenti tra le 8 (otto) prime classificate e le 8 (otto) seconde classificate.

In ordine di classifica, le prime 4 (quattro) squadre prime classificate, formeranno gli Ottavi: 1,3,5,7. Le seconde 4 (quattro) squadre prime classificate, formeranno gli Ottavi: 2,4,6,8.

In ordine inverso alla rispettiva classifica, la migliore prima classificata incontrerà l’ottava migliore seconda classificata, la seconda migliore prima classificata incontrerà la settima migliore seconda classificata e così via a incrocio.  

Eseguiti i relativi accoppiamenti le squadre si incontreranno tra di loro in gara unica ad eliminazione diretta.

In caso di parità al termine dei tempi regolamentari, per determinare la squadra vincente si procederà all’esecuzione dei calci di rigore, secondo le modalità dell’I.F.A.B. nelle decisioni relative alla regola 7 del Regolamento Giuoco Calcio.

QUARTI DI FINALE
Saranno ammesse ai quarti di finale le otto squadre vincenti.

Si incontreranno tra loro nel Quarto 1 le vincenti degli Ottavi 1 e 2, nel Quarto 2 le vincenti degli Ottavi 3  e 4, poi nel Quarto 3  quelle 5 e 6, infine nel Quarto 4 quelle 7 e 8.

Le squadre si incontreranno tra loro in gara unica ad eliminazione diretta.

In caso di parità al termine dei tempi regolamentari, per determinare la squadra vincente si procederà all’esecuzione dei calci di rigore, secondo le modalità dell’I.F.A.B. nelle decisioni relative alla regola 7 del Regolamento Giuoco Calcio.

SEMIFINALI
Le squadre Vincenti dei quarti 1 e 2 si incontreranno tra loro e così le Vincenti dei Quarti 3 e 4 nelle 2 semifinali con le modalità previste per i Quarti di Finale. In caso di parità di punteggio al termine dei tempi regolamentari si dovrà procedere all’esecuzione dei calci di rigore secondo le modalità dell’ I.F.A.B., nelle decisioni relative alla regola 7 del Regolamento Giuoco Calcio.

FINALE
Le vincenti delle due semifinali disputeranno la finale. In caso di parità dopo i tempi regolamentari disputeranno due tempi supplementari di 15 (quindici) minuti ciascuno; se dopo i due tempi supplementari dovesse sussistere ancora la parità, si procederà al tiro alternato dei calci di rigore fino alla determinazione della squadra vincente con le modalità previste nella fase precedente.

Art. 7 – È permessa, in qualsiasi momento della gara, compresi gli eventuali tempi supplementari (ma  esclusi gli eventuali calci di rigore), la sostituzione di 5 calciatori, senza riguardo per il ruolo, da scegliere in una rosa fino a 13 che potranno sostare in panchina durante lo svolgimento della gara e che dovranno essere inseriti nelle liste da consegnare all’Arbitro prima dell’inizio della stessa.

Art. 8 – Tutte le squadre dovranno essere  a disposizione della Società organizzatrice entro le ore 11,00 del 02.02.2015. Le squadre eliminate cesseranno di essere in forza dal mattino successivo alla loro eliminazione. Resteranno a Viareggio per tutta la durata della “Viareggio Cup”, cioè fino al mattino del 16.02.2015 le due finaliste.

Art. 9 – L’organizzazione logistica della “Viareggio Cup” sarà  curata da apposito Comitato formato dallo Sporting Club  Centro Giovani Calciatori a.s.d. Viareggio. La parte tecnico-disciplinare della manifestazione sarà invece demandata ad una Commissione così formata:
     -   Il Presidente del Comitato Regionale Toscana F.I.G.C. L.N.D. che può eventualmente incaricare in sue veci il Delegato della Delegazione Provinciale competente per territorio;
     -   Un rappresentante della LND Nazionale o Regionale;
     -   Il Rappresentante dell’A.I.A.;
     -   Il Giudice Sportivo Territoriale o suo Sostituto del Comitato Regionale Toscana F.I.G.C.-L.N.D..

Tale Commissione sarà presieduta dal Presidente del Comitato Regionale Toscana F.I.G.C.-L.N.D. o dal Delegato della Delegazione Provinciale competente per territorio eventualmente incaricato in sua vece, che provvederà alla nomina del Segretario.

La Commissione predetta provvederà ad esaminare i rapporti delle gare e a deliberare i provvedimenti sia tecnici che disciplinari, in virtù di quanto disposto dal presente regolamento, e per quanto non previsto, in base alla N.O.I.F., al Codice di Giustizia Sportiva e ad ogni altra vigente normativa Federale, in quanto applicabile.

Tutte le deliberazioni che verranno prese dalla predetta Commissione formeranno oggetto di un comunicato ufficiale che verrà diramato a cura dello S.C. Centro Giovani Calciatori  a.s.d. a tutte le Società partecipanti il giorno stesso della sua emissione. Alle dirette interessate e allo S.C. Centro Giovani Calciatori a.s.d. i provvedimenti deliberati verranno resi noti a mezzo telegramma, fax o e-mail non appena emessi. In ogni caso però farà testo il C.U. della Commissione posto all’albo della Sede del Comitato Organizzatore.

Stante la brevità del Torneo, i provvedimenti tecnico-disciplinari, la cui efficacia è limitata all’ambito ed alla durata del Torneo, sono inappellabili. Le infrazioni disciplinari, commesse dai giocatori appartenenti a società eliminate, previo deferimento dei medesimi, saranno devolute al giudizio degli Organi disciplinari competenti. È previsto l’automatismo delle sanzioni con la seguente modalità:

- Il giocatore espulso durante una gara non potrà partecipare alla gara successiva salvo maggiori sanzioni inflitte dal Giudice Sportivo.

- Il giocatore che nel corso del Torneo incorre nella seconda ammonizione sarà squalificato per una gara, su declaratoria del Giudice Sportivo.

Le ammonizioni residue al termine della PRIMA FASE eliminatoria vengono azzerate.

Art. 10 – Il sorteggio dei gironi verrà effettuato pubblicamente a cura dello S.C. Centro Giovani Calciatori a.s.d., alla presenza di un rappresentante della Lega Nazionale Dilettanti e di un rappresentante della F.I.G.C., nella sala di rappresentanza del Comune di Viareggio. L’esito del sorteggio verrà comunicato alle Società partecipanti. Le località dove si svolgeranno le partite, su campi da gioco dove si esercitano attività Dilettantistica o Professionistica, verranno scelte dallo S.C. Centro Giovani Calciatori a.s.d. avendone valutato assieme alla Lega Nazionale Dilettanti, il buon stato del terreno di gioco.

Art. 11 – La scelta delle squadre partecipanti alla “Viareggio Cup” è di competenza dello S.C. Centro Giovani Calciatori a.s.d..

Art. 12 – Le squadre partecipanti dovranno trovarsi puntualmente in campo in conformità agli orari fissati salvo cause di forza maggiore. La squadra che, trascorsi quindici minuti dall’ora stabilita per l’inizio della gara, non si sarà presentata in campo, verrà dichiarata rinunciataria ed eliminata dalla “Viareggio Cup”. La Società che rinuncia alla disputa di una qualsiasi gara della “Viareggio Cup”, oltre ad essere eliminata, verrà penalizzata della somma di EURO 3.000,00 che dovrà essere pagata prima della partenza da Viareggio pena il ricorso alle competenti Federazioni. La squadra che rinuncerà a partecipare alla “Viareggio Cup” nei 20 giorni precedenti la sua apertura, oltre a perdere l’intera quota di adesione, sarà soggetta ad una penale minima di EURO 5.250,00 fatti salvi maggiori oneri a fronte del danno organizzativo causato allo S.C. Centro Giovani Calciatori a.s.d., da corrispondersi entro 30 giorni dalla rinuncia.

Art. 13 – Ferme restando le norme e le disposizioni vigenti, tenendo conto della brevità della “Viareggio Cup”, si precisa che i reclami inerenti la regolarità di svolgimento delle gare e della posizione dei singoli tesserati dovranno essere preannunciati all’arbitro entro 30 minuti dalla fine della gara; i reclami dovranno inoltre essere presentati in duplice copia, unitamente ad una tassa di EURO 300,00 da versare alla Commissione Tecnico Disciplinare della “Viareggio Cup” entro le ore 20,00 del giorno in cui è stata effettuata la gara; in caso di mancato accoglimento del reclamo la somma indicata verrà incamerata dalla Società organizzatrice.  Alle due copie del reclamo dovrà essere allegata la ricevuta della raccomandata a mano firmata dalla società avversaria comprovante l’avvenuto ricevimento della copia del reclamo. Nel caso di comprovata irreperibilità della società controparte, sempre entro le ore 20,00 del giorno in cui è stata effettuata la gara, la Società reclamante dovrà notificare quanto sopra alla Commissione della “Viareggio Cup”, affinché di tale fatto e delle relative motivazioni di reclamo ne possa esser data ufficialità attraverso l’affissione all’albo presso la sede del Comitato Organizzatore. IL DIRIGENTE DESIGNATO QUALE ACCOMPAGNATORE UFFICIALE DEVE AVERE LA DELEGA DEL PRESIDENTE DELLA SOCIETÀ A RAPPRESENTARE LA STESSA PER LA DURATA DELLA “VIAREGGIO CUP” PER OGNI E QUALSIASI ADEMPIMENTO INERENTE ALLA STESSA.

Art. 14 – È fatto obbligo alle Società partecipanti a fare accompagnare la loro adesione alla “Viareggio Cup” da una tassa di iscrizione minima di EURO 5.250,00 richiesta dalla Società Organizzatrice, oltre ai costi di partecipazione da versare entro e non oltre il 01.02.2015.

Art.  15 – In caso di eventuali infortuni di tesserati Federali, le società italiane interessate dovranno provvedere alla tempestiva denuncia in conformità alle vigenti disposizioni dell’ordinamento sportivo in materia. Le Società estere dovranno provvedere ad assicurare i propri giocatori contro rischi ed eventuali infortuni. Il Comitato organizzatore declina comunque ogni responsabilità per eventuali infortuni e danni a persone o cose.

Art. 16 – Cambio Maglie: qualora ci sia uniformità nei colori delle maglie, la Società seconda nominata nel calendario gare dovrà provvedere alla sostituzione delle stesse.

Art. 17 – Per le gare interrotte in conseguenza di fatti che non comportano l’irrogazione delle sanzioni di cui all’Art. 12 del Codice di Giustizia Sportivo, deve essere disposta la prosecuzione il giorno successivo dei soli minuti non giocati. La quantificazione dei minuti non giocati è determinata dall’arbitro con decisione inappellabile. La prosecuzione avviene con le seguenti modalità:

a)      La partita riprende esattamente dalla situazione di gioco che era in corso al momento dell’interruzione, come da referto dell’arbitro.

b)      Nella prosecuzione della gara possono essere schierati tutti i calciatori che sono elencati nelle liste presentate prima dell’inizio del Torneo, indipendentemente dal fatto che fossero o meno nella distinta dell’arbitro il giorno dell’interruzione, con le seguenti avvertenze:
                        1)          I calciatori scesi in campo e sostituiti nel corso della prima partita non possono essere schierati nuovamente.
                        2)          I calciatori espulsi nel corso della prima partita non possono essere schierati nuovamente né possono essere sostituiti da altri

                                  calciatori nella prosecuzione.
                        3)          I calciatori che erano squalificati prima della gara non possono essere schierati nella prosecuzione.
                        4)          Le ammonizioni singole inflitte dall’arbitro nel caso di gara interrotta non vengono prese in esame dagli organi disciplinari fino a

                                  quando non sia stata giocata anche la prosecuzione.

                                  Nel corso della prosecuzione le due squadre possono effettuare solo le sostituzioni non ancora effettuate nella prima gara.

La prosecuzione della gara, potrà tenersi sul medesimo campo o su altro, a discrezione del Comitato Organizzatore.

Art. 18 – Lo Sporting Club Centro Giovani Calciatori a.s.d., nella sua qualità di organizzatore del 67° Torneo Mondiale di Calcio, denominato “Viareggio Cup – World Football Tournament – Coppa Carnevale”, ha concesso l’esercizio in esclusiva dei diritti audiovisivi della  manifestazione relativa all’anno 2015 alla RAI - Radiotelevisione Italiana S.p.A..

Art. 19 – Per tutto quanto non contemplato nel presente Regolamento si applicano, ove del caso, le vigenti norme della F.I.G.C..

Art. 20 – La “Viareggio Cup” sarà diretta secondo le regole della International Football Associations Board (I.F.A.B.) Ultima.

 

 

 

 

 

 

 

REGULATION

 

 

Art. 1 – The Viareggio-based Sporting Club C.G.C has organised the 67th  World Football Tournament “Coppa Carnevale - Viareggio Cup” in collaboration with the F.I.G.C – the Italian football federation. The competition is sponsored by the Italian Presidency of the Council of Ministers, the Ministry of Education, the Ministry of Tourism, the Regione of Tuscany, the Province of Lucca and the Municipality of Viareggio and Fondazione Carnevale.

Art. 2 – The event, which aims to promote young football players, will take place from 2 to 16 February 2015 at the Stadio dei Pini “Torquato Bresciani” in Viareggio, and in other cities’ football grounds chosen by the organising committee. The Viareggio Cup organising committee reserves the right to schedule night matches.

Art. 3 – The “Viareggio Cup” is an invite-only competition and reserved to 32 teams, both Italian and foreign. Clubs belonging to foreign football leagues can take part in the “Viareggio Cup” on the condition that the F.I.G.C. receives written permission from their respective federations.

Art. 4 – All players born after 1 January 1996 and who are no younger than 15 are allowed to participate in the tournament. Each team is permitted to enrol 4 (four) older players, provided they were born not before 1 January 1995 and are currently registered members of the participating club. The football players of foreign teams must hold a current membership card for their respective federations. All players will have to show to the referee a current membership card issued by the respective federations for the ongoing season or a declaration by the respective federations proving that the players hold a membership card. Proof of the players identity must accompany these documents.

Art. 5 – All teams attending the “Viareggio Cup” can take on loan up to 3 footballers belonging to the club taking part in the tournament, or alternatively 2 footballers belonging to the club taking part in the tournament, but given on loan to other clubs, and the loan of 1 footballer belonging to a different club. These loans are fixed, not interchangeable and could be used throughout the tournament. The list of football players, completed with respective permits, must be handed in triplicate copies to the Viareggio Cup technical-and-disciplinary committee before the start of the tournament itself.

THE TEAMS ALSO HAVE TO PROVIDE THE LIST OF THE PARTICIPATING PLAYERS TO THE TECHNICAL-AND-DISCIPLINARY COMMITTEE BY 12 O’CLOCK ON 2 FEBRUARY 2015, which must not exceed the number of 24, including the loans, and names of executives, the coach and the physiotherapist. For each participating player, the list must indicate surname, name, date of birth, membership number released by the relevant Federation and the shirt number. IT IS COMPULSORY TO KEEP THE SAME SHIRT NUMBER FOR THE WHOLE DURATION OF THE “VIAREGGIO CUP”.
 
Art. 6 – The “Viareggio Cup” will take place as follows:
1) The first 32 teams will be divided in 8 sub-groups (1, 2, 3, 4, 5, 6, 7 and 8), each one comprising 4 teams, through a draw. 8 teams will be put in the first pot at the incontestable discretion of the organising committee, whose decisions are final and cannot be appealed.
2) The 8 sub-groups will be divided into Group A, which comprises sub-groups 1, 2, 3 and 4, and into Group B, which comprises sub-groups 5, 6, 7 and 8. Teams put in the second, in the third and in the fourth pot will be assigned to the sub-groups through a draw.

The teams will play each other in a one-leg match of 90 minutes (two 45 minute halves). The ranking will be made with the following standards: 3 points for a victory, 1 point for a draw, 0 points for a loss.

In case of a tie on completion of group matches, group standings shall be decided upon using the following criteria in the following order:
      1. Scores of  head-to-head matches
      2. Goal difference in the head-to-head matches
      3. Goal difference in all the matches played in the round
      4. Largest number of scored goals in all the matches played in the round
      5. Lowest average age of the list of participating players
      6. Draw. The draw will take place in the offices of CGC situated in Via Vittorio Veneto, 210 in Viareggio) in the presence of the technical-and-disciplinary committee and representatives of the involved teams.

The 4 teams who ended in first place and the 2 best teams among those who ended in second place in each group according to the aforementioned standards will be eligible for the next round. A ranking of the 8 teams winning the sub-groups as well as of the 4 best teams among the second classified ones will be compiled.

ROUND OF 16
Clashes between the 8 group-stage winners and the 8 second classified teams will be determined.  According to their record of achievements in the group stage, the top 4 first classified teams will be placed respectively in the first, the third, the fifth and the seventh match of the Round of 16. The second top 4 first classified teams will be placed respectively in the second, the fourth, the sixth and the eighth match. They will play against the 8 second classified teams in reverse order to their respective ranking: the best group-stage winner will play against the eighth best one among the second classified teams, the second best group-stage winner will play against the seventh best one among the second classified teams, and so on.

Once the combinations are decided upon, the teams will play knockout matches. In case of a tie at the end of the regular time, the winner will be decided through penalty kicks, in conformity with Article 7 of  the I.F.A.B. Association Football Rules.

QUARTER FINALS
The 8 winning teams will be admitted to the quarter finals. The winning teams of the first and the second match of the Round of 16 will play each other in the first quarter, the winning teams of the third and the fourth match in the second quarter, the winning teams of the fifth and the sixth match in the third quarter and winning teams of the seventh and the eighth match in the fourth quarter. Teams will play knockout matches. In case of a tie at the end of the regular time, the winner will be decided through penalty shoot-outs, in conformity with article 7 of  I.F.A.B. Association Football Rules.

SEMIFINALS
The winning teams of quarter finals 1 and 2 will meet in a knockout match, as well as the  winning teams of quarter finals 3 and 4.  In case of a tie at the end of the regular time, the winner will be decided through penalty shoot-outs, in conformity with article 7 of  I.F.A.B. Association Football Rules.

FINAL
The winning teams will advance to the final. In case of a tie after regular time, two 15-minute extra time periods will be played. If in the event, after extra time a tie should result, penalty kicks will apply as per previous round rules.

Art. 7 – The substitution of 5 players is allowed in any time during the match, including extra time but excluding penalty shoot-outs. These players are to be chosen from a list of 13 players admitted to the football ground. A list must be given to the referee before the game begins.

Art. 8 – All the teams must be present in Viareggio, at the request of the organizers, by 11am on 2 February 2015. Upon elimination, teams will not be required to stay any longer than the following morning. The finalist teams will stay in Viareggio for the entire duration of the tournament, until the morning of 16 February 2015.

Art. 9 – A special committee created by Centro Giovani Calciatori will provide the logistic organization of the “Viareggio Cup”. The technical-disciplinary committee of the “Viareggio Cup” will be committed to a commission made by the following members:
   - A representative of the regional or the national division of the L.N.D., the F.I.G.C. department of non-professional leagues
   - The President of the F.I.G.C.-L.N.D. Tuscan Regional Committee, who may charge in his stead the delegate of the Provincial Delegation qualified in this area
   - A representative of the A.I.A., the Italian national referee association
   - The territorial sporting judge or his deputy of the F.I.G.C.-L.N.D. Tuscan Regional Committee, who will choose the Secretary

This commission will examine match reports and decide upon technical and disciplinary actions, on the grounds of the provisions of these rules and of the N.O.I.F., the sporting Justice Code and every other federal rule which may be applied.

All the decisions of the aforementioned commissions will form an official bulletin that will be issued by the Centro Giovani Calciatori to all the participating teams on the same day. The decided actions will be delivered to the interested teams and to Centro Giovani Calciatori by telegram or fax or e-mail as soon as they will be taken. In any case, the official bulletin of the Commission affixed on the notice-board in the office of the Organization Committee will prevail.

Due to the short-term duration of the tournament, the technical-disciplinary actions, the efficacy of which is limited to the ambit and the duration of the tournament, are unquestionable. The disciplinary infractions sanctioned to players of eliminated teams, upon their remittance, will be demanded to the judgement of the competent disciplinary organs. Automatic sanctions will be applied as follows:

            - Sent off players cannot play the next match, except any higher sanction inflicted by technical-disciplinary Committee.

            - During the tournament development the player that receives a second warning will be disqualified for the next match, under declaration of technical-disciplinary Committee.
 
              At the end of group stage residual warnings will be cancelled.

Art. 10 – The preliminary round draw will be made by Centro Giovani Calciatori, the organising club, in the presence of a representative of the L.N.D. department, a F.I.G.C. representative, in a public meeting at the Viareggio town hall. The results of the draw will be communicated to the participating clubs. The localities where matches are to be held, on playing fields used for amateur and professional matches, will be selected by Centro Giovani Calciatori, after having verified alongside the L.N.D. that each ground is in suitable playing conditions.

Art. 11 – The selection of participating teams in the “Viareggio Cup” is at the discretion on Centro Giovani Calciatori.

Art. 12 – The participating teams are to arrive in time at the playing ground, in conformity    with the arranged times, unless as a result of circumstances beyond their control. Teams who fail to arrive on the ground within 15 minutes after the time arranged for the start of the match will be declared to have renounced the match and will be eliminated from the “Viareggio Cup”. Teams who fail to take part in any of the tournament matches will be eliminated and will also be required to pay the penalty of €3,000 before their departure from Viareggio, or recourse will be made to relevant federations. Any team that withdraws less than 20 days prior to the tournament kickoff will be charged a minimum fine of €5,250 within 30 days of the cancellation, excluding any further claims made for damage or losses incurred by the host clubs, as well as losing their total entry fee.
 
Art. 13 – Without influencing the validity of the norms and regulations in force, considering the brevity of the “Viareggio Cup”, it is hereby explicitly stated that complaints or protests regarding matches played and/or registered members are to be presented to the referee within 30 minutes following the conclusion of the match. Protests are also to be presented in duplicate copy, including a €300 fee, to the “Viareggio Cup” Technical Disciplinary Commission by 8pm on the day the match was held. Should the protest not be upheld, the aforementioned sum will be retained by the Organising Committee. The duplicate copies of the protest are to be accompanied with the receipt for hand-delivered registered post, signed by the opposing club. The protesting club is to notify the Viareggio Cup Commission by 8pm on the day the match was held, so that the protest and related motivations for the same can be made official, and affixed on the notice-board in the offices of the organising Committee. The Official Escort is to have power of attorney granted by the President of the Club, to represent the same for the duration of the “Viareggio Cup” for any relative circumstances which might arise.

Art. 14 – The participating clubs are required to present their adherence to the tournament with a minimum registration fee of €5,250 required by the organisation in addition to participation costs, within 1 February 2015.

Art. 15 – In case of injury to registered members, the Italian clubs involved are to present a timely report of the same in conformity with the provisions of the relevant sporting regulations. Foreign clubs are to provide insurance for their own players against risks and possible injuries. In any case the organising committee declines all responsibility for possible injuries to people or properties.

Art. 16 – Change of team shirt and colours: Whenever there is uniformity in the colours of the teams’ shirt and colours, the latter-named club in the calendar of events is to provide for the replacement of the same.

Art. 17 – For matches to be interrupted due to facts that do not imply the imposition of fines (in the article 12 of sports justice code), the match must go on the next day, only for the minutes not played. The quantification of the minutes not played is determined by the referee, and cannot be appealed. The match continues with the following ways:

a)  The game will re-start exactly at the game situation that was in progress when the match had been suspended, as noted in the referee’s report.

b)  In the continuation of the match, all the footballers present in the lists handed in before the beginning of the tournament can play, independently by the fact at they were or not in the list of the referee the day the interruption; with the following warnings:
         1) The players who were in the football field and who were replaced in the first match cannot play again.
         2) The players who were sent off in the first match cannot play again and cannot be replaced by other players in the continuation.
         3) The players who were disqualified before the first match cannot play in the continuation.
       4) The single bookings given by the referee case of the interrupted match will not be taken into account by the disciplinary bodies, until the continuation of the match is played. During the continuation, the 2 teams can make only the substitutions which have not been used yet.
The continuation will take place in the same stadium or in another one, the decision to be made by the organising committee.
 
Art. 18 – The Sporting Club C.G.C., as the organisers of the 67th World Football Tournament “Viareggio Cup – Coppa Carnevale”, conceded to RAI-Radio Televisione Italiana S.p.A. the exclusive broadcasting rights in the audiovisual field for 2015.

Art. 19 – For whatever is not specifically covered by the present rules, the F.I.G.C. norms in force will apply whenever suitable.

Art. 20 – The “Viareggio Cup” will be directed by the last edition of the I.F.A.B. rules
